Statsbygg renews contract

[02/2009] Statsbygg, the Directorate of Public Construction and Property in Norway, strengthens it’s partnership with Mohive, by renewing their license for three years.

Statsbygg acts on behalf of the Norwegian government as property manager and advisor in construction and property affairs.

It´s portfolio of responsibilities includes:

Property Management: Totalling approximately 2.3 million m2 of floor space.

Construction: Including architecture, functionality and environmental concerns with annual building budget is approximately 315 million Euros.

Consultancy. Offering consultancy and assistance in civil engineering and technical matters to ministries and other governmental organisations.

Like many government departments it has many formal processes, and within

this environment they have successfully implemented a model that now delivers training via the Mohive enterprise rapid e-learning solution, providing courses quickly and efficiently to staff dispersed throughout Norway.

Kari Barlaup Senior Adviser from the Statsbygg training division has been the key champion supporting the implementation, as a leader in e-learning, she saw the need for creating learning in an easy an efficient way.

“We have a large organisation spread all over the country which makes the learning process somewhat difficult.” Kari says.

Their initial decision to choose Mohive over other offerings was that Mohive allowed Statsbygg to utilise several SME’s (Subject Matter Experts) from within their own organisation to develop content for their course.

Since implementing Mohive, the use of the solution for training purposes has expanded through several departments and courses on a variety of subject matter. Continually proving it investment through distributing benefits to both company and employees.

One key area that has driven it’s successful adoption is the project management features built in to the Mohive system, these features have enabled Kari to effectively manage e-learning course creation and changed her roll from being directly involved in preparing the content, to now being the project manager and coach for multiple projects where the content is created by subject matter experts in different parts of the organisation

This change has facilitated a dramatic increase the volume of e-learning courses being created and therefore increased return on investment in Mohive.

On key feature of Kari´s project management style is the roll of workshops in the planning and authoring stages of the project. “Encouraging people to collaborate is important to us, using workshops to group training the SME’s has been a great success, as these workshops provide a perfect environment for them to bounce ideas as well as access to a e-learning specialists like myself to get guidance from during the authoring process.” Said Kari.

A key learning Kari discovered once implementing the workshops was that they gave the SMEs more motivation to be involved in the creation of their courses.

A key learning Kari discovered once implementing the workshops was that they gave the SMEs more motivation to be involved in the creation of their courses. As a classic challenge for an e-learning project manager, is supporting the SME to find the time to complete their courses. Using the workshop model allowed Kari to give SME´s smaller content creation assignments, which increased the SME´s completion rate. “For many of the SMEs it was a relief to just be responsible for one chapter, instead of the whole course. And they felt it was a liberating to be able to discuss different topics with the rest of the group within the workshops.”

Once the authoring completed, Kari guides the SME through quality assurance and then Kari publishes the e-learning course.

A further step that Kari has also put into practice to continue the development of her SMEs is to involve them in feedback on other courses. Kari explains, “I confirm with the SME if they are willing to contribute and I brief them about the course.  I then send them a link to the appropriate course and ask them to feedback on areas such as, total impression, how long time did it take to run through the course, what do they feel is missing, which areas need more development, etc.”

Statsbygg has found that the Mohive solution enables them to involve many more participants in the course creation, and still use less time from planning to publishing.

And because of it’s unique features, the Mohive solution has also promoted a ´sharing of knowledge´ culture within Statsbygg. Kari comments “Another important outcome was fostering of shared of knowledge which is very important in any organisation.”
